No 3DS messaging system yet

There was suppose to be a messaging software on the 3DS with the update but I don’t see it. It wasn’t on the eShop. Hopefully it will come soon. I want a way to communicate on the 3DS, this messaging syetem seems like the best Nintendo has created.
